Parliament’s rules committee kicks off an investigation into Hon. Francis Zaake’s alleged misconduct.

Parliament’s committee on rules, privileges and discipline has started its investigation into the alleged misconduct of Mityana municipality member Francis Zaake and has barred MPs who have signed the censure motion against Zaake from participating in the committee proceedings.

Last week, the House of Parliament, chaired by Deputy Speaker Anita Among, referred Zaake to the committee for investigation after Bardege-Layibi Member of Parliament Martin Mapenduzi complained about a post Zaake made on his social media handle attacking the deputy speaker for her remarks about the torture he endured.

The chairperson of the committee, Abdul Katuntu, says that they have finalized the work plan and they will start with the complaint Mapenduzi with the seconders before interacting with Commissioner Francis Zaake.

Katuntu also says that Zaake has been invited to attend committee proceedings and he is free to bring his lawyer.

For the sake of fairness, Katuntu also says that members of parliament on the committee who have made public statements on the matter or signed on to the document which seeks to censure Zaake have been asked to step aside from the investigations for the sake of fairness.

However, Katuntu says that they do not know whether the deputy speaker will be invited to the committee unless, during their interactions with the complainant, they feel the need to speak with her.

Katuntu has also declared himself the only spokesperson for the committee.
