ULC Bosses Accused of Soliciting for bribes from Compensation claimants.

The interdicted Chairperson of Uganda Lands Commission-ULC Beatrice Byenkya Nyakayisiki has been accused of asking for bribes from beneficiaries of Land compensation before processing their land compensation fees. 

This was brought to the attention of COSASE by one of the beneficiaries of the controversial 10.6bn supplementary budget for land compensation Geoffrey Mugisa whom Nyakayisiki had branded a ghost while appearing before COSASE recently 

One of the beneficiaries of the controversial 10.6bn supplementary budget for land Claimants Geoffrey Mugisa whom the Uganda Land Commission Chairperson Beatrice Byenkya Nyakayisiki had declared a ghost claimant, has appeared before the parliamentary committee of Commissions Statutory Authorities and State Enterprises today and accused the interdicted chairperson of ULC Nyakayisiki of branding him a ghost after refusing to extend bribe to her.

Mugisa alleged that a one Odongopiny a said broker of the ULC Chairperson, on several occasions called him and even sent him messages asking for 50% to process his compensation payment expeditiously.

Mugisa is one of the beneficiaries of 10.6bn supplementary who is alleged to have received 1.544bn on a forgery and non-existing land title from the Kibale district.

Musiga 2011 freely surrendered his 208 hectares of land to ULC after refugees from Kabale occupied his land and he couldn’t chase them. However, Mugisa could not substantiate his bribery allegations against ULC officials.

The committee chaired by Joel Ssenyonyi (MP Nakawa West ) asked Mugisa to submit both his phone number and the one of Odongopiny whom he accuses of soliciting bribes on behalf of the ULC officials.

Other beneficiaries, including Kasiya Rwabukurukuru (6.4bn) , Yasika Rwakana( 125.3m), Stephen Naggenda (1.06bn) and Julius Busuulwa (1.4bn) snubbed the committee meeting. COSASE Family has extended summons to the family of Yosiya Rwabukurukuru to appear before the committee 

Meanwhile, COSASE has written to UPDF demanding them to produce Barbra Imaryo who is accused of authorizing illegal land compensations while still serving as the ULC secretary. 

The committee learned with shock that Imaryo fled the country after COSASE sanctioned a warrant of arrest.
