The bills that were passed by the 10th parliament were returned to parliament by the president for a number of reasons.
The president in his letter read by the deputy speaker Anita Among to parliament noted that he has returned the sexual offenses bill saying that some of the provisions provided in the bill are redundant as they are already provided in other criminal laws including the penal code.
The president noted that the Uganda law reform commission has carried out the review of all the criminal laws and instead of doing piece mill amendments should wait for them to come with an ominous bill on the amendments.
The president has also rejected the succession amendment bill after the bill proposed that where the late has left no lineal descent, the spouse will take 80 percent of the properties and dependant relatives share 20 percent.
The president argues that this is different from the provisions from the law which talks of 50 percent for the surviving spouse, 49 percent for the dependents, and 1 percent for the customary heir, and saying that no justification was given for the increment of the spousal share.
