The physical infrastructures committee of Parliament has summoned KCCA Executive Director Dorothy Kisaka, KCCA physical planners, and Stanislaus Isiagi the Lugogo forest mall developer over the illegal extension of the facility which causes floods in the Nakawa division and submerging people’s property
The committee of physical infrastructure chaired by the Kazo County legislator Dan Atwijukire Kimosho, interfaced with officials from Kcca led by the junior minister of Kampala metropolitan affairs Kabuye Kyofa and KCCA deputy Executive Director Eng. David Luyimbazi over illegal structures in the city. The Committee queries KCCA and the National Building Review Board for sleeping on duty while illegal structures are cropping up around the city.
Committee members noted with concerns the tendency of double standards applied by these two building standards regulators when it comes to the demolition of illegal and substandard structures around the city.
Their concerns stem from the outcries of residents in Nakawa following an extension of Lugogo Forest Mall by businessman Stanslas Isiagi which has caused massive floods whenever it rains. Committee members have raised a red flag and have summoned the relevant people concerned.
Committee members also faulted KCCA for undermining the directives of the Works and Transport Minister Gen Katumba Wamala who had directed KCCA to institute divisional engineering committee boards to handle supervisory roles on construction sites, materials used and approved plans to limit of loss of lives and property as per the building control Act 2013 section 28
However, Engineer Luyimbazi told the committee about the challenges they face when executing their duties, decrying untouchable developers.
